Human rights are
rights that all human beings possess
by virtue of their humanity. They
are not given to individuals by states,
but are merely recognized by states.
Human rights are recognized or enshrined
in various documents and practices,
among them national constitutions,
regional agreements, international
agreements and customary international
law. This manual focuses on international
human rights law, that is those
human rights and freedoms which states
are bound to respect.
