Introduction

In the mid-1990s, against a backdrop of an increasing feminization of labour migration, Equitas launched its migrant workers program in Asia. The Migrant Workers Program builds upon a decade of engagement with Asian human rights activists and seven years of programming focused on the issues faced by migrants. Our training program - addressed to the specific needs of both government officials and non-governmental organizations - has confirmed the importance of international human rights standards in safeguarding the rights of migrant workers.

Strengthening Protection of Women Migrant Workers in a Globalized World


The goal of this project is to benefit migrant workers through the increased capacity of Government Service Providers (GSPs) and NGOs to understand their issues, monitor violations of their rights and advocate for their causes.



This project has been developed by Equitas in partnership with:
  • The Asia Pacific Forum for Women, Law and Development (APWLD), Thailand
  • The Ateneo Human Rights Centre (AHRC), the Philippines
  • Migrant Forum in Asia, the Philippines

  • Our Migrant Workers projects cover several Asian countries including Bangladesh, Pakistan, India, Sri Lanka, Nepal, Indonesia, Philippines, Thailand, Malaysia, Hong Kong, Vietnam, Cambodia, Laos, Japan and South Korea.

  • A series of educational activities will be implemented over a three and a half year period from the end of 2003 to 2007.

  • Government service providers or government officials responsible for migrant workers, including labour attachés
  • Representatives of NGOs working on migration issues from different Asian countries

  • Training of Trainers Workshop, April 18 - 23, 2004, Makati City, the Philippines
  • Development and distribution of specialized educational materials which includes the Training of Trainers manuals for participants and facilitators

A UN Road Map


This publication is part of the Equitas' Migrant Workers Program and was designed to offer effective strategies which can be used by Asian NGOs working towards promotion and protection of the rights of migrant workers in Asia, particularly women. It identifies practical approaches which can be used both within and outside the formal mechanisms of the UN and ILO systems. Furthermore, we hope that the Road Map will serve as an educational tool in promoting awareness of migrant workers' issues.
